Passed bill authored by State Rep. Trey Wharton seeks to assist law enforcement agencies by establishing a grant program for bullet-resistant windshields, windows, and door panels in police vehicles, according to the Texas Legislature website.

In the House, 56 Democrats and 81 Republicans voted in favor of the bill, while six Republicans opposed it.

Meanwhile, in the Senate, 11 Democrats and 20 Republicans voted in favor, with no opposing votes.

Trey Wharton introduced the bill in the Texas House on Wednesday, Jan. 29, during the 89th regular legislative session.

Wharton graduated from Texas Christian University in 1989 with a BA.

Wharton, a Republican, was elected to the Texas State House in 2023 to represent the state's 12th House district, replacing previous state representative Kyle Kacal.

According to the Texas Legislature, the bill’s official text was summarized as follows: 'Relating to establishing a grant program to equip motor vehicles used by peace officers with certain bullet-resistant components'.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill establishes a grant program administered by the criminal justice division to assist law enforcement agencies in equipping vehicles used by peace officers with bullet-resistant windshields, side windows, rear windows, and door panels. The program outlines eligibility criteria for applicants, application procedures, grant amount guidelines, and methods for evaluating and monitoring grant use. Law enforcement agencies receiving funds must provide proof of purchase and installation of the bullet-resistant components. The bill specifies that any available money may be used to implement these provisions. The act is set to take effect Sept. 1, 2025.

The bill was co-authored by Rep. Trent Ashby (Republican - District 9), Rep. Mary Gonzalez (Democrat - District 75), and Rep. Ryan Guillen (Republican - District 31), along with 29 other authors.

The bill received its final legislative approval on Wednesday, May 28, and was signed into law by Gov. Greg Abbott on Friday, June 20.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
